Sub: Seeking intervention of SC Commission in the case of Gang Rape with Dalit Woman in Sonbarsa PS of Sitamarhi (BIHAR)

Respected Sir,

We would like to draw your kind attention towards the case of sexual assault with a Dalit woman of Chilra village by Police officers in the premise of SONBARSA PS, Sitamarhi, Bihar.  

According to the complaint filed by victim’s husband to CJM from jail, that on 2^nd of Feb.’ 2013, SHO Vinay Bhushan Rai came to his house and forcibly took away him and his wife to the PS in the false case of loot and theft. And put behind bar (Hajat) in the PS.

In the midnight around 1 am, when they were sleeping in the Hajat, SHO, Chaukidar Arvind lal Sharma and another police men came inside and took her wife out forcibly. During this her clothes were torned and then beaten her. After that they sexually assaulted her infront of him and an eye witness Rajesh Kr. Poorve who was also with him in the Hajat.

Next morning, police sent him and the eye witness to jail in false and fabricated case and let his wife to go home. After reaching home his wife  told regarding the incident to her mother in law, and when they tried to complaint in this matter the muscle men and local politicians tried to stop them to do so.

Interestingly, instead of helping the victim and her family the local administration is trying to manage the case for which first police pressurized the victim and then take Bayan in the office of Dy. SP. After Bayan victim lady her self told that she is under enormous pressure.

Now, we have no faith in local administration and we want that SC Commission should intervene into this case and take necessary action on culprits and give justice to the victim.

It is therefore requested to take following necessary action in interest of justice to the victim:

1.       Thorough investigation by independent body in this case

2.       Immediate removal of SHO and the accused ofiicers for conduct of fair and free enquiry

3.       Medical examination of victim by Medical Expert Team

4.       Direct DM Sitamarhi and SP Sitamarhi to take necessary action regarding arresting of the accused
